An effective advocate possesses the ability to communicate the pertinent message and adeptly structure information in a manner that emphasizes the intended point, while concurrently fostering a positive rapport with key decision-makers. South Carolina Regulation
The State Board of Education recognizes the need to provide gifted and talented education services to identified students in grades one through twelve. These regulations provide the framework for provision of these services. All regulations must be followed in order to qualify for state funding.
